Bibek Paudel writes "Comcast on Tuesday announced that it would partner with Pando Networks to create a P2P bill of rights for file-sharing networks and Internet service providers. Comcast and Pando will meet with industry experts, other ISPs, and P2P companies in order to come up with a set of rules that would clarify how a user can use P2P applications and how an ISP can manage file-sharing programs running on their networks. Last month, Comcast announced that it had reached an agreement with BitTorrent whereby Comcast agreed to alter its network management practices, and BitTorrent acknowledged that Comcast has the right to police its own network. Comcast's battle with P2P networks started last year after the Associated Press published an article that accused Comcast of blocking peer-to-peer services like BitTorrent. A few weeks after Comcast’s non-deal deal with BitTorrent on making the latter’s P2P apps run more smoothly for the cable operator’s broadband subs, the largest U.S. cable operator said it will begin testing Pando Networks‘ file-sharing technology. On top of that, the two have issued a call for a “P2P bill of rights and responsibilities.” Comcast and Pando plan to convene a group of “industry experts” to discern what options and controls consumers should have when using P2P apps. Pro Imaging, an organization for professional photographers based in the UK and with members around the globe, has developed a Bill of Rights by which photography contest terms can be evaluated, and in particular any clauses that grant the contest all-encompassing rights to submitted photos. The group has also dedicated itself to informing contest organizers whose submission rules run afoul of their Bill of Rights and to list on their website contests that don't change their terms.

For example: make it illegal to allow ISPs to release personal information to anyone who wants it. Now, obviously, that's not the only issue. If you were asked by your state government to come up with a bill of rights for internet privacy, technology use, and free speech regarding the internet and emerging technologies, what would you include? Many things are covered (here in the US) under the Bill of Rights in the Constitution, but it seems to me that, these days, people with enough money can disregard this. It's also less than one-third of the time people spent in frustration and anger on a JetBlue Airways plane at John F. Kennedy Airport's tarmac during the now-infamous St. Valentine's Day ice storm, one of several incidents that prompted New York lawmakers to take action. Passengers were hungry and thirsty, toilets were overflowing, and the plane didn't have proper ventilation.

My cable modem and Linksys router flash like crazy all the time. A review of about 50 published Customer Bill of Rights documents found a wide range of styles and content. Some, though labeled as customer rights, were highly internally focused. The best and most action-oriented ones were customer-focused and covered the areas of product, service, privacy, and communications. However, only one went so far as to specify financial penalties and remedies, should the organization not live up to its published commitments.
